Key Vault Key Rotation: Verify Version Adoption

Plan Key Vault cryptographic key rotation by separating creation of new key material, adoption by dependent services and the continued availability of older decryption versions.

Context

Rotating a cryptographic key in Azure Key Vault creates a new version with new key material. It does not establish that every dependent service is already using that version. It also does not prove that older ciphertext can survive disabling the previous key. Rotation is therefore an adoption and recovery workflow as well as a key-management action.

Prerequisites are the key identifier, rotation policy, dependent service inventory and approved retirement criteria. Obtain read access to version metadata and service encryption settings. Do not export private key material or disable versions during initial diagnosis.

02

1. Inspect the policy and version timeline

Read the key's effective rotation policy, creation dates, expiry attributes and enabled state. Distinguish a notification action from an action that actually creates a new key version. Check whether a before-expiry condition has the expiry information it requires.

Record the new version identifier when rotation occurs. A successful policy save is not evidence that a rotation has already run. Compare the expected schedule with the actual version timeline and preserve any management operation errors for the key administrator.

03

2. Trace dependent-service adoption

Inventory every consumer of the key, including backups and less frequent batch processes. Determine whether each configuration uses a versioned or versionless URI. Microsoft's key-rotation guidance recommends a versionless target URI for automatic refresh where the integrating service supports it.

Read that dependent service's documented adoption behavior before selecting an observation window. Services can take different periods to detect a new version. Check the effective adopted version through supported diagnostics where available. Do not assume a general Key Vault rotation feature guarantees identical behavior across every Azure service or custom application.

04

3. Preserve historical decryption access

For custom encryption, retain the versioned key reference associated with encrypted data so decryption can request the correct material. Separate new-write adoption from the ability to read old data. A latest-version lookup alone is not sufficient for ciphertext created with an older version.

Test reads of historical data and representative restored data before any retirement decision. If envelope encryption or rewrapping is involved, verify completion using the integrating system's documented evidence. Old versions must remain available until all required historical and recovery dependencies are accounted for. Retirement is a reviewed lifecycle decision, not an automatic cleanup step after rotation.

Illustrative scenario

A hypothetical application adopts a new key for writes but stores only the unversioned key name with its encrypted records. A test using an older record exposes the missing decryption reference. The team reviews the data format and preserves previous key versions. This is an illustrative architecture case without a claimed customer security outcome.

Verification and rotation SOP

Verify creation, new-version adoption, historical reads and a representative recovery path as separate checks. Keep the old version enabled through the documented dependency window. Record the service evidence supporting any subsequent retirement approval.

Maintain key consumers, refresh behavior and recovery ownership in the SOP. Monitor scheduled rotation errors and imminent expiry independently. Review the inventory when introducing another encrypted datastore or backup policy. A rotation dashboard should show adoption and recovery status alongside the date a key version was created.
